Joensuu government agency building
Joensuu government agency building serves as the centre of local government and provides a wide range of facilities and services for public administration actors.
If an organisation has usage rights to the shared work environment, its employees may work at the location. Next to the conference centre, there are also a few bookable workstations available for central government employees whose organisations do not have usage rights to the shared work environment. Renovation transformed Kauppakatu 40 into a contemporary shared work environment for several central government agencies. The building was also converted into a shared service facility for several government agencies. Operations started in the building in February 2023.
The Finnish Government Shared Services Centre for Finance and HR (Palkeet), the Centre for Economic Development, Transport and the Environment (ELY) for North Karelia, Customs, the Regional State Administrative Agency for Eastern Finland, the Digital and Population Data Services Agency, the National Land Survey of Finland, the Finnish Tax Administration, the Arts Promotion Centre Finland, Business Finland and the Finnish Consumer and Competition Authority use the renovated government agency building.

How to reach us and parking
The main entrance to the building is on the Kauppakatu side and is open 8am-4.15pm. The main entrance is accessible for persons with reduced mobility.
Visitors should primarily park in the public parking areas around the office building or in parking garages. There is no free visitor parking at the government agency building, the car park at the building is for staff use only.
Bicycle racks are near the outside doors. The bus stops Virastotalo E and Virastotalo P located close to the government agency building are served by several bus routes.
Workstations and meeting rooms
If an organisation has usage rights to the shared work environment, its employees may work at the location. Next to the conference centre, there are also a few bookable workstations available for central government employees whose organisations do not have usage rights to the shared work environment. An individual employee may use these workstations up to 12 times per year.
Workstations are booked via the Facility reservations in Senate’s e-service. If the reservation system is not available to the organisation, a workstation can be booked through the reception services of the property concerned. The person making the reservation must use their work email to provide reception services with their name, organisation, phone number, email address, and the date and time of the reservation.
Central government actors can reserve modifiable meeting rooms and catering services in the shared workspace and register their guests for meetings directly in the e-service facility reservation system. There is no restaurant in the building.
Suomi-piste service point
Suomi-piste service point in the government agency building brings together central government services to make them seamlessly available to citizens at a single address. Shared customer service seeks to improve customer experience by providing services promptly, effectively and effortlessly.
Suomi-piste service point on the first floor brings together the customer services of the Digital and Population Data Services Agency, the National Land Survey of Finland and the Finnish Tax Administration at the same address.
